2021 "Academic Cooperation Program on Rural Development Research - Interaction between Green Energy and Traditional Industries - Discussion on the Sustainable Development Strategy of Coastal Rural Regeneration 2.0 in Linbian Township"

(1) Summary of important project achievements that have been completed:

In 2009, Morakot in Central Taiwan caused the embankment of Linbian Creek to burst and the entire township was submerged. After the disaster, fish farms and agricultural land were affected. The Pingtung County Government cooperated with the central government to promote the development of renewable energy and guided the transformation of the damaged land after the disaster for lease by solar photovoltaic companies. Ground-based solar power generation facilities are installed on agricultural land; in recent years, young and middle-aged people are gradually willing to return to their hometowns to work in agriculture. However, solar photovoltaic companies have begun to compete with young farmers for leased farmland, resulting in land competition with the original local industries Therefore, this study summarizes the rural image of Linbian Township through the collection of environmental resources, interviews with local stakeholders, and establishes the landscape units of Linbian Township with the use of geographic information systems, and puts forward relevant environmental landscape management suggestions for each unit; expects to provide policy Decision makers understand what the real people living in the local area need, and what the local people think about the environment at the edge of the forest, so as to improve the reference basis for future environmental planning or industrial policy formulation, in order to be closer to the actual needs of the local area .

(2) Problems to be solved:

Taiwan's rural areas are diverse, with diverse characteristics based on different geographical environments, topographical locations, community settlements, cultural heritage, and industrial characteristics. Under the interaction between people and the environment, a rural support system has been developed. The connection between the village and the city and life, employment, and resources supply and demand system. Contemporary society's cognition of the countryside still regards agriculture as the imagination of rural life, so rural research is mostly limited to themes such as agricultural production, improvement of agricultural food quality, agricultural product transportation and marketing, and agricultural management. Therefore, there is a lack of basic research on space, economy, society, and local governance. It is difficult to describe the complete characteristics of contemporary rural areas and learn from the past, and it is difficult to grasp the actual needs of rural development. Linbian Township, Pingtung County used to be an agricultural production zone of traditional lotus mist and aquaculture fishery. Facing changes in the socio-economic structure, the number of young people working in traditional farming has gradually decreased, and the aging of the farming population has made Linbian Township a veritable rural area. Township. In response to the implementation of the government's green energy policy in recent years, solar panels began to appear on the abandoned farmland in Linbian Township. It has become a new image of Linbian Village, and whether such an industry is suitable for Linbian Township is worthy of in-depth discussion. This project follows the concept of rural regeneration and local creation, and proposes improvement suggestions for upgrading the coastal rural landscape and traditional industries in Linbian Township. The problems to be solved are as follows:

1. Understand the value and bottleneck of conservation of agricultural land at the edge of the forest

2. Confirm the obstacles and difficulties of youth returning home and the problem of local elimination

3. Analyze the difficulties that may be encountered when the concept of place creation is implemented locally
